The Essex County market
Two kinds of work bring me into Essex, and they happen at opposite ends of the county.
The first is small income property. Newark, East Orange, Irvington and Orange hold a great deal of two, three and four-family stock, and those buildings are valued partly on what they earn. That means the 1025 form rather than the 1004, a rent schedule, an operating statement, and access to every unit — including the vacant one and the one with the tenant who does not want an appraiser in the apartment. Tenant access is the most common reason one of these takes ten days instead of four, and it is the part I need help with rather than the part I can solve alone.
The second is relocation. The corridor through Millburn, Short Hills, Livingston and the Caldwells generates a steady stream of corporate transfers, and a relocation assignment is not a lending assignment with a different cover. It is written to a relocation form and asked for an anticipated sales price inside a stated marketing period — a forecast, disciplined by evidence, rather than an opinion of value as of today. Ordering one when you needed the other, or the other when you needed one, is an expensive mistake and an avoidable one.
Estate and divorce work runs through the middle of the county, in Montclair, Glen Ridge, South Orange and Maplewood, where older detached housing puts condition and period detail ahead of square footage.
What Essex punishes is a comparable set assembled by radius. The county holds an enormous spread of value inside a short distance, and sales that look alike in a spreadsheet frequently price nothing alike. Selection is the work here.
Assessment appeals in Essex County
Appeals are heard by the Essex County Board of Taxation, and the appraisal supporting one is a retrospective assignment — valued as of October 1 of the pretax year, not as of today.
Before commissioning anything, work out whether you clear the statutory margin. New Jersey measures an assessment against true value using the taxing district's average ratio and allows a corridor either side of it before a reduction is ordered, so an owner inside that corridor can commission a perfectly accurate appraisal and still lose.
