The Passaic County market

Passaic County is where I live and where most of the week’s work is. That matters less to the report than people expect and more to the schedule than they expect, so it is worth saying plainly which is which.

The report is the same document it would be anywhere. The sales are pulled, the adjustments are supported, and the file has to stand up to a reviewer who has never been to New Jersey. Familiarity is not evidence and nothing here is argued from it.

The calendar is where being ten minutes away shows up. An inspection in Hawthorne or Wayne fits into a morning that would otherwise be spent driving, which is usually why a Passaic County job books faster than the same job two counties east.

What the county actually demands is that you stop treating it as one place. Sixteen municipalities sit inside 185 square miles, and the distance from Paterson’s row-lot two-families to West Milford’s lake parcels is not a distance you can adjust your way across. Each has its own stock, its own buyers, and its own sense of what a dollar of assessed value means. A search drawn on the county line returns comparables that no buyer would ever have weighed against each other.

So the search gets drawn on the market instead — and where the honest radius runs out before three good sales do, the report says so and explains what was used in their place. That is a normal condition in a county this varied. It is not a reason to pretend the grid filled itself.

Assessment appeals in Passaic County

Appeals are heard by the Passaic County Board of Taxation, and the appraisal supporting one is a retrospective assignment — valued as of October 1 of the pretax year, not as of today.

Before commissioning anything, work out whether you clear the statutory margin. New Jersey measures an assessment against true value using the taxing district's average ratio and allows a corridor either side of it before a reduction is ordered, so an owner inside that corridor can commission a perfectly accurate appraisal and still lose. Passaic County questions

Does being local actually change anything about the appraisal?

It changes the calendar more than the report. The standards are the same wherever the house is, but an inspection ten minutes away can be fitted into a morning, and I have usually driven the street before. What it does not change is the analysis — living nearby is not a substitute for pulling the sales, and no report leans on it.

Why can't you use a sale from the next town over?

Sometimes I can, and the report says why. But Passaic packs sixteen municipalities into 185 square miles, and crossing one line can change the school district, the tax rate and the buyer pool at once. A comparable is a house a buyer would have considered instead. Where the next town over does not clear that bar, using it is just filling a grid.

We own a three-family in Paterson and the lender wants a 1025. What is that?

The small residential income property report — the form used for two-to-four unit buildings. It carries a rent schedule and an operating statement the single-family form has no room for, and it wants the leases, the rent roll and a year of expenses from you. Getting those together before the inspection is usually what decides whether the report takes four days or ten.

Half our lot is in the Highlands preservation area. Now what?

The restrictions get valued the way anything else does: by finding what buyers paid for restricted land against what they paid for land that was not. Northern Passaic has enough of both that the difference is measurable rather than estimated. What the report will not do is guess at a variance nobody has applied for.
